Maybe he does that to collect prove of the crime. Like he said, it’s futile to report it to the police, because the village police is compromised (as the police is the village head’s brother), and usually this kind of village will not accept any outsiders that can disturb their village (that mean the police from city will not able to investigate this case because the villagers will do anything to hinder them, like using violence to do it. And the police even can’t resist, because they’re bound to the oath to not harm civilians. In the end, they’re not going able to investigate this case properly at all).
Honestly, reporting can only do so much. Just look at the real life case this was based on. It took so much effort from netizens and police before they could persecute the perpetrators. And the perpetrators were only given such little time in jail for how much pain and sufferings they inflict on another person’s entire life.
